In a significant development for regional stability and security, the Ministry of Interior of Libya and the European Union Border Assistance Mission (EUBAM) have come together in a collaborative effort to enhance Libya’s border security. This partnership marks a pivotal moment in Libya’s ongoing efforts to address its complex security challenges, especially in the realm of border management and migration control.

The collaboration was formalized through a series of high-level meetings, and the signing of a memorandum of understanding (MoU) between the Libyan Foreign Ministry and EUBAM. The MoU, aimed at bolstering the partnership between the Mission and the Libyan authorities, underscores a joint commitment to address Libya’s challenges in managing and securing its borders.

The discussions between Libya’s Interior Minister, Emad Al-Trabelsi, and Stefano Tomat, Director-General of Civil Planning and Capabilities at EUBAM, focused on enhancing border security and combating illegal migration. Emphasizing the necessity of support in bolstering the capabilities of Libya’s Border Guard forces, the meeting highlighted the critical need for both technical, and financial assistance in this endeavour. This includes a comprehensive approach involving training, technological support, and intelligence sharing to ensure effective border management.

The partnership goes beyond immediate security concerns, also encompassing support for enhancing cross-border cooperation with Libya’s neighbouring countries, including those in the Sahel region. This strategic dialogue is set against the backdrop of ongoing regional challenges, where Libya has been a focal point for migration and border security concerns.

This collaboration is not just limited to high-level dialogues but extends to practical training programs. This includes the successful completion of the Document Security Training Programme, a collaborative effort between the Royal Marechaussee and EUBAM, which is a case in point. This program aimed to equip Libyan border security personnel with the critical skills needed to accurately identify and verify documents, ultimately preventing illegal activities like human trafficking and terrorism.

As Libya continues to navigate through complex security and migration issues, its partnership with the EU and EUBAM is expected to yield substantial improvements in border control and migration management, contributing to regional stability and security. The integrated approach taken by Libya, involving key figures and agencies, signifies the country’s commitment to addressing these border issues comprehensively and effectively.
