EU Demands Investigation into Death of Libyan Activist

On Monday, the European Union, alongside the diplomatic missions of its member states in Libya, issued a joint statement calling for an immediate investigation into the death of Siraj Dughman, a Libyan political activist who died under unclear circumstances while in detention.

The EU delegation conveyed their deepest condolences to Dughman’s family and highlighted the urgency of conducting a thorough, transparent, and independent investigation to clarify how Dughman died. They pointed out the lack of formal charges or court proceedings following his arrest, a situation that is alarmingly common among civil society representatives and activists in Libya.

The statement criticized these arbitrary detentions as being starkly at odds with Libya’s own legal framework. It urged Libyan authorities to release all individuals who are being held without due process and reaffirmed the EU’s support for the rule of law.

Aligning with the objectives of the United Nations Support Mission in Libya (UNSMIL), the EU called for an end to the practices of abduction, enforced disappearance, and arbitrary arrest throughout Libya.

The European Union and its member states stressed their commitment to supporting Libya’s journey towards stability and reconciliation. They emphasized the necessity for legal and procedural reforms to prevent further injustices and to establish a foundation for a Libyan society where the rights of all citizens are respected and protected.

Notably, the United Nations Support Mission in Libya has shared its profound grief over the loss of Dagman, who had been held at the Rajma military camp. The mission noted that along with Dagman, individuals including Fathi Al-Baja, Tariq Al-Bashari, Salem Al-Areibi, and Nasser Al-Duweisi have been detained since early October 2023.

This incident highlights ongoing human rights challenges in Libya, underscoring the urgent need for judicial reforms to prevent such violations and ensure that all Libyan citizens can live under a system that respects their fundamental rights.

The concerted push by both the U.S. Embassy and the UN mission for transparency and adherence to legal standards reflects significant international concern and the imperative for Libya to uphold the rule of law.
