Turkey Reaffirms Support for Libya's Electoral Process

Turkey has reaffirmed its support for Libya’s upcoming electoral process in a recent meeting between Turkey’s Ambassador to Libya, Kaan Yilmaz, and Emad Al-Sayeh, Head of the High National Elections Commission (HNEC).

The meeting, also attended by HNEC board member Abdelhakim Shaab, took place at the Commission’s headquarters. Ambassador Yilmaz emphasized Turkey’s commitment to providing expertise and logistical support to ensure the elections are conducted transparently and efficiently.

This engagement highlights the significant role of international cooperation in stabilizing Libya, a nation that has faced political turmoil since the 2011 NATO-backed uprising that ousted long-time leader Muammar Gaddafi. The power vacuum left by Gaddafi’s fall led to a prolonged civil conflict, resulting in competing governments and militias.

Libya’s political landscape remains fragmented. The failure to hold elections in December 2021 deepened these divisions, leading to the appointment of two rival prime ministers: Abdel-Hamid Dbaiba in the west and Osama Hammad in the east. This political impasse has hindered efforts to unify the country and establish stable governance.

The international community, including the United Nations and countries like Turkey, has been actively involved in supporting Libya’s electoral process. Emad Al-Sayeh has engaged in multiple discussions with UN representatives, including Stephanie Khoury, Deputy Special Envoy of the UN Secretary-General, to strategize for successful municipal and national elections.

Security during the electoral process is a major concern, especially in conflict-affected areas. Turkish and Libyan officials have collaborated on security initiatives, including training programs for Libyan police to enhance their capabilities and ensure a safe electoral environment. Turkey’s commitment extends beyond logistical support.

Recently, Turkish President Recep Tayyip Erdogan met with Al-Siddiq Al-Kabir, Governor of the Central Bank of Libya, to discuss economic and financial cooperation, further demonstrating Turkey’s multifaceted support for Libya’s stability and development.

The upcoming elections are seen as a crucial step towards Libya’s transition to stable governance. Support from Turkey and other international partners is essential to ensure the elections are transparent and fair, paving the way for a unified and democratic Libya. The involvement of civil society organizations and the international community will be key in providing oversight and maintaining the integrity of the electoral process.
