The United States has expressed its strong support for the UN Libya Panel of Experts, emphasizing the importance of the panel’s mandate in providing independent, fact-based assessments to ensure the effective implementation of UN sanctions on Libya.
In a statement delivered by Ting Wu, Deputy Political Counselor at the United States Mission to the United Nations, the U.S. welcomed the recent resolution reauthorizing the panel’s mandate. Wu highlighted the panel’s role in advancing stability and reaffirming Libyan sovereignty amidst ongoing challenges.
Arms Embargo Modification and Border Security
The United States praised modifications to the UN arms embargo, which were requested by Libya to promote east-west security integration. This move is seen as a step toward military unification and the broader re-unification of Libyan institutions, essential for stabilizing the country and safeguarding its sovereignty.
Libyan political and security actors from across the country have shown support for strengthening border integrity and enhancing counterterrorism measures through cooperation with international partners who share common interests.
Humanitarian Assistance Exception
Wu also welcomed a key provision in the resolution: an exception to the arms embargo allowing vessels and aircraft to deliver humanitarian assistance or conduct activities outside the embargo’s scope. This adjustment ensures that urgent aid can reach Libyan communities in need without unnecessary delays.
Targeting Fuel Smuggling and Corruption
The resolution introduces updated criteria to address individuals and entities involved in illicit exploitation and export of petroleum. Wu noted that fuel smuggling leads to significant losses of Libyan wealth, hindering national development. Tackling theft and corruption remains vital for the welfare of the Libyan people.
Commitment to Libya’s Stability
The United States reaffirmed its commitment to supporting Libya’s path toward peace and prosperity. Wu stated that the U.S. will continue working closely with the Libyan government, the Security Council, and international stakeholders to facilitate a stable and unified Libya.
