Libya’s Sebha Launches Digital Licensing System

The Municipality of Sebha has officially launched its electronic licensing system through the “Baladi Plus” digital services platform, aiming to streamline business registration processes and promote transparency in local governance.

The announcement was made by Sebha Mayor Belhag Ali Belhag during a formal ceremony attended by representatives from the Municipal Guard of Sebha, Sebha Commercial Registry, Chamber of Commerce and Industry, Tax Authority – Sebha Branch, and the Municipal Investment Administration.

The initiative is designed to simplify administrative procedures and digitize the licensing process across various commercial activities within the municipality. It aims to serve both citizens and investors, enhancing the ease of doing business in southern Libya.

Mayor Belhag stated that this step reflects the municipality’s broader vision of digital transformation and improving the efficiency of public services. He emphasized that “Baladi Plus” is part of a larger commitment to modernize administrative systems and attract more investment into the region.

The launch of this digital platform marks a milestone in Sebha’s local development efforts, positioning it among the leading Libyan municipalities embracing e-governance solutions.

Libya has been in chaos since a NATO-backed uprising toppled longtime leader Muammar Gaddafi in 2011. The county has for years been split between rival administrations.

Libya’s economy, heavily reliant on oil, has suffered due to the ongoing conflict. The instability has led to fluctuations in oil production and prices, impacting the global oil market and Libya’s economy.

The conflict has led to a significant humanitarian crisis in Libya, with thousands of people killed, and many more displaced. Migrants and refugees using Libya as a transit point to Europe have also faced dire conditions.

The planned elections for December 2021 were delayed due to disagreements over election laws and the eligibility of certain candidates. This delay has raised concerns about the feasibility of a peaceful political transition.

Despite the ceasefire, security remains a significant concern with sporadic fighting and the presence of mercenaries and foreign fighters. The unification of the military and the removal of foreign forces are crucial challenges.
