The United Nations Security Council has welcomed the roadmap presented by Special Representative of the Secretary-General, Hanna Tetteh, on 21 August. The plan aims to end Libya’s protracted transitional phase and lead to unified institutions capable of holding free and fair presidential and parliamentary elections within 18 months.
In a statement issued on Wednesday, the Council urged all Libyan parties and institutions to engage seriously, transparently, and in good faith with the UN-led political process. It stressed the importance of making the necessary compromises to achieve progress, while calling on the international community to provide full support.
The Council also welcomed the resumption of the International Follow-up Committee on Libya, known as the “Berlin Process,” and encouraged its continued evolution. It highlighted the urgent need to unify Libya’s institutions, including military and security structures, finalise financial arrangements, and adopt a unified budget to stabilise the financial system.
Expressing concern over the fragile security situation, Council members underscored the importance of safeguarding stability across the country. They urged all sides to respect the 2020 ceasefire agreement and refrain from unilateral actions that could endanger civilians.
The Council further praised the completion of municipal elections in 34 municipalities, commending the efforts of the High National Election Commission, while noting the suspension of polls in some areas. It reiterated the need to ensure the full, safe, and meaningful participation of women in the political process.
Concluding its statement, the Security Council stressed the urgency of tangible progress by all Libyan actors towards lasting peace and stability. It reaffirmed its commitment to respecting Libya’s sovereignty, independence, and territorial integrity.
