UN Special Representative to Libya Hanna Tetteh confirmed on Thursday that the United Nations Support Mission to Libya (UNSMIL) has officially begun implementing the new political roadmap designed to steer the country toward long-awaited presidential and parliamentary elections.
In press statements, Tetteh explained that her deputy, Stephanie Khoury, met with the head of the High Council of State to discuss appointing additional members to the High National Elections Commission (HNEC). She described the move as a vital step to strengthen the electoral authority and ensure it can manage the upcoming vote effectively.
Tetteh added that the UN mission has also opened discussions with the Speaker’s Office of the House of Representatives on proposed legislative reforms. Parallel talks were held with members of the High Council of State to encourage the “6+6 Committee” to resume its work. She stressed that consensus between the House and the Council is essential to moving the political process forward.
On security in the capital, Tetteh expressed deep concern over recent tensions in Tripoli, warning that any outbreak of armed conflict would be “catastrophic.” She reaffirmed the UN’s support for the Presidential Council through the Security Arrangements Committee, which is mediating between the Government of National Unity and the Special Deterrence Force to prevent clashes.
Tetteh also held a meeting with Presidential Council Chairman Mohamed al-Mnifi, where she reviewed the latest negotiations and pledged continued UN technical support to de-escalation efforts.
The roadmap, which Tetteh presented to the UN Security Council earlier this month, rests on three central pillars: completing the constitutional and legal framework required for elections, enhancing the technical and logistical readiness of HNEC, and ensuring a secure environment for a transparent, inclusive vote.
