The Libyan House of Representatives and the Inter-Parliamentary Union (IPU) held a virtual meeting to follow up on the implementation of their cooperation agreement, in line with the directives of Abdullah Al-Masri Al-Fadhil, Head of the Parliament’s Office.
The session brought together parliamentary adviser Ahmed Al-Hashash, Acting Director of the Training and Development Office Ahmed Al-Awjali, and Head of the Evaluation and Impact Measurement Department Al-Mahdi Al-Awjali, along with several staff members from the Libyan side. The IPU was represented by officials from its Technical Training Programmes Department.
Discussions focused on the procedures for launching the “Democracy Indicators” survey, particularly Indicator 6 concerning legislation and Indicator 7 related to oversight functions. The meeting also addressed clarifications on evaluation criteria and methodologies exchanged between both parties.
The participants agreed to hold additional follow-up meetings to review progress on the questionnaire and assess the final outcomes of the indicators.
The “Democracy Indicators” initiative is a comprehensive self-assessment tool designed to help national parliaments evaluate their performance and practices in line with international democratic standards.
The cooperation between Libya’s Parliament and the IPU aims to enhance parliamentary efficiency, promote legislative transparency, and strengthen institutional capacity-building through tailored training and evaluation programmes.
The initiative also reflects Libya’s ongoing efforts to align its parliamentary practices with global benchmarks for democratic governance and to support reform initiatives that ensure accountability and participation in decision-making processes.
By engaging with the IPU, Libya’s legislative body seeks to foster international partnerships that reinforce institutional credibility and advance the country’s democratic transition.
