GNA’s Presidential Council Discusses Expanding Municipalities’ Powers

On Monday, the Presidential Council (PC) of the Government of National Accord (GNA) held a meeting chaired by Prime Minister Fayez Al-Sarraj. The meeting was attended by Deputy Ahmed Maiteeq and council members Mohamed Al-Amari and Ahmed Hamzah. The Ministers of Finance and Local Government, Faraj Boumtari and Milad Al-Taher, were also present during the event.

The officials discussed observations received from municipalities regarding the regulation of fees and revenues agreed upon by the Ministry of Local Government. This is part of the government’s plans for decentralisation in order to transfer responsibilities to localities.

They also reviewed the implementation mechanisms in light of the PC’s decision to adopt and immediately implement these regulations, beginning with the collection of local revenue, provided that the Finance Ministry takes administrative measures and opens accounts such collection.

The meeting decided to assign the Higher Committee for the Transfer of Competencies to follow up the implementation of the regulations with the Ministries of Finance and Local Government. The Committee will also be assigned to collect technical notes that accompany the implementation process, and make recommendations regarding them. Implementation of some economic decisions have already been followed up, particularly regarding the disbursement of spousal and child allowances, as well as the creation of job opportunities for unemployed youth.

The meeting also reviewed studies presented on energy use rationalisation, including lifting subsidies on fuel after completing technical data, and preparing the necessary systems for implementation.
