France Expresses Support for Transparent & Credible Elections in Libya

The Chairman of the High National Elections Commission (HNEC), Imad Al-Sayeh, held a meeting with Alexis Andres, Deputy Director for North Africa and the Middle East at France’s Ministry for Europe and Foreign Affairs, to review the latest preparations for Libya’s upcoming electoral processes.

The discussions centered on the third phase of municipal council elections and the ongoing readiness efforts for the long-anticipated national elections.

Al-Sayeh briefed the French official on the Commission’s technical and logistical preparations, confirming that training programs for electoral personnel have been completed and that distribution plans for ballot materials and equipment have been finalized.

He emphasized HNEC’s commitment to organizing elections that uphold international standards of transparency, integrity, and professionalism. Al-Sayeh noted that the Commission continues to strengthen its operational systems to ensure that voters across Libya can participate safely and effectively.

Andres commended HNEC for its sustained efforts and the progress achieved despite Libya’s complex political environment. He reiterated France’s readiness to provide technical support, specialized expertise, and advisory assistance to help ensure the success of upcoming electoral events. He stressed that France considers credible elections in Libya essential to restoring institutional legitimacy and advancing long-term stability.

The meeting also addressed broader political dynamics and the importance of continued international coordination to support Libya’s electoral roadmap. Both parties underscored the need for unified efforts to create the conditions necessary for inclusive participation and for rebuilding public confidence in the electoral process.

Al-Sayeh expressed appreciation for France’s longstanding support and highlighted the value of sustained cooperation between HNEC and the French Ministry of Foreign Affairs. He affirmed that the Commission remains fully committed to fulfilling its mandate and enabling Libyans to exercise their democratic rights.

The meeting concluded with an agreement to maintain close communication and coordination on technical and operational matters. Both sides reaffirmed that advancing municipal and national elections is a vital step toward strengthening Libya’s political stability, reviving governance structures, and supporting the country’s democratic path.
