Libya has voluntarily returned more than 37,000 irregular migrants to their countries of origin during 2025, according to figures released by the Illegal Migration Control Department. The returns were carried out under the Voluntary Return Programme, as part of ongoing security and regulatory efforts to manage irregular migration flows.
The disclosure followed a high-level meeting between Issam Abu Zariba, Libya’s Minister of Interior, and Salah Mahmoud Al-Khafifi, head of the Illegal Migration Control Department. The talks focused on reviewing migration trends and assessing the department’s performance over the past year.
Officials examined the department’s 2025 annual report, which included detailed statistics on the number of irregular migrants apprehended across Libyan territory, as well as deportations conducted through land and air routes. Authorities said all operations were implemented in line with approved procedures and within legal and humanitarian frameworks.
2026 Plan Reviewed
The meeting also discussed the department’s operational plan for 2026, including deportation mechanisms and their alignment with international standards. Officials stressed the need to ensure respect for human rights during enforcement operations, particularly given Libya’s complex security and logistical challenges as a key transit country for irregular migration in the region.
Libya has faced growing migration pressures for years, with repercussions for security, the economy, and public services. In response, authorities have intensified efforts to curb irregular migration by strengthening border controls, organizing voluntary return operations, and enhancing coordination with relevant national and international partners.
Concluding the meeting, the interior minister praised the department’s efforts throughout 2025, commending field personnel for their operational work. He reaffirmed that irregular migration remains a top priority for the ministry, pledging continued support for measures aimed at safeguarding security and stability nationwide.
