Libya’s Development and Reconstruction Fund has held an expanded meeting in the eastern city of Shahat to review public services and planned development projects within the municipality. The meeting was chaired by the Fund’s Director General, Belgassem Khalifa Haftar, and brought together Shahat’s mayor, local notables, elders, and senior officials from municipal service departments.
Discussions focused on launching a package of development and service projects aimed at improving living conditions and strengthening infrastructure across the city. Participants reviewed priority needs in key sectors, including basic services, municipal facilities, and public utilities, as part of broader efforts to enhance service delivery for residents.
Officials also examined existing challenges affecting project implementation and explored practical solutions through closer coordination between the Fund and local authorities. Emphasis was placed on ensuring that future projects are carried out according to clear plans and approved technical standards, in order to guarantee efficiency, sustainability, and long-term impact.
Haftar reaffirmed the Development and Reconstruction Fund’s commitment to supporting municipalities and enabling them to fulfil their developmental role. He stressed that effective cooperation with local leadership is essential to identifying real needs on the ground and directing resources accordingly.
The meeting highlighted the importance of involving community leaders and social figures in decision-making processes, particularly when setting development priorities. According to participants, this approach helps ensure that projects reflect local realities and respond directly to citizens’ concerns.
Shahat, like many Libyan cities, faces growing pressure on its infrastructure due to population growth and years of limited investment.
