Libya’s HNEC Ready to Implement Referendum Law on Draft Constitution

The Head of the High National Elections Commission (HNEC), Emad Al-Sayeh, met with the President, and members of the Constituent Assembly concerned with drafting the constitution.

The officials discussed the Commission’s readiness to implement Law No. (6) of 2018, regarding the referendum on the draft constitution. It was approved by the Constituent Assembly on 29 July, 2017.

The meeting also touched upon the difficulties and obstacles facing the constitutional referendum process. That includes methods that can be used to ensure a successful referendum. They also discussed the stance of political parties on the referendum process, in light of the current political divisions in the country.

Al-Sayeh reviewed the importance of the joint role of the warring parties in raising awareness for voters to participate in the referendum process.

HNEC supervised the conduct of the Constituent Assembly elections for drafting the constitution on 20 February, 2014. On 2 August, 2017, the constituent body received an official copy of the draft constitution, after the commission had approved its final form.

Days ago, Al-Sayeh said that that the commission was not yet ready to conduct elections in Libya, due to a lack of resources. He indicated that the lack of funding was preventing it from carrying out its role of informing voters regarding the laws, candidacy conditions, and electoral systems.

On 21 August, the PM called for presidential and parliamentary elections to be held next March. This would be based on a constitutional rule agreed upon by the people. He also called for an immediate ceasefire, an end to all armed operations, as well as the resumption of oil production.
