Libya’s Minister of Labour and Rehabilitation, Dr. Abdullah Al-Sharif Arhouma, has reviewed preparations for launching a new wave of vocational training and professional qualification programs aimed at strengthening the national workforce and improving labor market readiness.
During a meeting held at the ministry’s headquarters in Sirte, the minister assessed the level of readiness to implement several upcoming training initiatives. The programs form part of a broader strategy focused on enhancing institutional performance, developing national human capital, and aligning workforce skills with labor market demands.
Specialized Training for Labour Inspectors Following Judicial Authority Grant
The meeting addressed ongoing preparations for a specialized training course targeting labour inspectors who were recently granted judicial enforcement authority under Cabinet Decision No. 366 of 2025. The session was attended by Dr. Muftah Ahwas, Director of the Department of Training and Vocational Rehabilitation.
This training aims to strengthen labour inspection mechanisms and improve compliance with occupational health and safety standards across workplaces. It is also designed to ensure better enforcement of labor laws, protect workers’ rights, and support a more regulated and balanced work environment.
Third Phase of Training Plan Targets Job Seekers
Officials also reviewed progress on implementing a package of technical and vocational training courses as part of the third phase of a national training plan. The initiative focuses on equipping job seekers with practical skills tailored to current labor market needs.
The ministry emphasized the importance of adhering to technical and organizational standards in delivering these programs, with a strong focus on quality outcomes that contribute directly to employment opportunities and workforce efficiency.
“Crafting a Libyan Workforce” Initiative Targets 26,000 Trainees
These efforts fall under the “Crafting a Libyan Workforce” initiative, a flagship program led by the Ministry of Labour and Rehabilitation. The initiative aims to train 25,000 job seekers inside Libya and an additional 1,000 abroad across various professional and technical fields.
The program is part of wider government efforts to empower Libyan youth, reduce unemployment, and support sustainable economic development by preparing a skilled workforce capable of meeting both local and international labor demands.
Authorities reaffirmed their commitment to continuing investment in human capital development as a cornerstone for Libya’s economic recovery and long-term growth.
