Deputy Prime Minister of the Government of National Accord (GNA), Ahmed Maiteeq, expressed his thanks to the international community for their efforts to facilitate open dialogue between the Libyan parties. This is in order to re-build the state, and maintain stability, security, and national unity.
“We welcome the final communiqué of the ministerial meeting, which was held on Monday and was attended by many countries concerned with Libya,” Maiteeq said in a statement. He added that the meeting was held under the auspices of Antonio Guterres, the Secretary-General of the United Nations, and Heiko Maas, the German Minister for Foreign Affairs.
Maiteeq said he appreciates the efforts made by the United Nations Support Mission in Libya (UNSMIL), headed by Stephanie Williams. As it “seeks to find measures to build bridges of confidence between the Libyan parties.” He stressed that confidence-building measures must include practical steps that contribute to raising Libya’s ability to provide basic services, as Guterres called for in his speech to the conference. Maiteeq added that he valued the recommendations reached by the military and security delegations in Hurghada, Egypt.
The deputy PM voiced his commitment to the outcomes of the Berlin Conference, noting that they have been working hard since 2018 for the implementation of the economic reform program. This is to unify and develop the economic and financial institutions, as well as to modernise the oil and banking sectors.
“The Berlin conference has devoted great attention to reforming and unifying the economic and financial sector, especially the National Oil Corporation (NOC), and the Central Bank of Libya (CBL). We have adopted an approach based on building confidence between the two parties, by reaching a successful agreement in lifting the siege on oil installations and facilities.” Oil production has increased to 290,000 bpd, since the agreement was announced.
“The agreement provides for the formation of the Joint Technical Committee, which will help support and unify economic and financial institutions,” Maiteeq explained. He also noted that the agreement seeks to provide basic services to citizens, and to keep vital institutions away from political disputes.
“The resumption of oil production helps open commercial banks in all Libyan cities, unify the exchange rate, unify the state’s general budget. Additionally, it unifies efforts made to confront the COVID-19 epidemic, and to open airports and civilian ports to facilitate the movement of passengers and goods,” Maiteeq confirmed.
