Libya to Hold Municipal Elections in January

The Libyan High National Elections Commission (HNEC) announced on Sunday that municipal elections for the second group of councils, whose legal terms have expired, will take place on 1 January 2025. This includes newly formed steering councils.

The commission published a list of 59 municipalities where the elections are set to be held at the beginning of the year.

It urged the General Administration to devise detailed plans for every phase of the election process and ensure necessary measures are taken regarding preparation, staffing, and financial coverage for the electoral offices, based on the scale of operations assigned to each office.

In early September, the HNEC outlined key features of the electoral system for municipal councils. Municipalities with a population of 25,000 or fewer will have seven members on their local council.

Seats in these councils will be distributed as follows: five seats through a list-based system (three general seats, one for women, and one for individuals with disabilities) along with two additional seats for independent candidates.
