Libya to Enforce ID Registration for All Foreign Nationals

Libya’s Security and Development authorities have agreed to launch a comprehensive nationwide security and data registration campaign, following a final coordination meeting held at the office of Benghazi’s Security Director, Major General Salah Houidi.

The meeting brought together top officials including Dr. Jibril Al-Badri, Head of the National Development Agency, and Major General Moneim Lamhashhash, Head of the Municipal Guard, as part of broader efforts to enhance coordination between security and development bodies across Libya.

The initiative will establish five main operational branches, covering Greater Benghazi, the Central Region, Southeast, Southwest, and the Eastern Region. These branches will serve as logistical and administrative centers for implementing the data collection campaign.

Officials confirmed that the National Development Agency will provide full logistical support, including medical supplies and modern IT equipment, to facilitate efficient field operations and improve on-the-ground performance.

The meeting comes as Prime Minister Abdel-Hamid Dbaiba approved the rollout of a new national security registration card, now a mandatory requirement for Arab and foreign nationals to open bank accounts in the country.

The head of the committee emphasized that all expatriates must obtain this registration card, warning that those who fail to comply will face strict legal measures, including arrest, deportation, and permanent expulsion.

Authorities view this campaign as a strategic step toward tightening immigration controls, improving internal security, and formalizing the legal presence of non-Libyans in the country.
