On Sunday, the High National Elections Commission (HNEC) of Libya held a high-level meeting with senior security officials to finalize coordination and security plans for the upcoming second phase of municipal council elections.
The meeting, held at the HNEC’s Media Center, was chaired by Commission President Emad El-Sayeh and attended by members of the HNEC Board along with representatives from key security agencies, including the General Directorate of Security Operations at the Ministry of Interior, the Constitution Protection Force, and security officials from Zliten and the Internal Security Agency.
El-Sayeh emphasized the critical importance of close coordination between the HNEC and security institutions to ensure a safe and stable voting environment that enables voters to exercise their democratic rights with confidence and transparency. He commended the ongoing cooperation from Libya’s security apparatus throughout the various stages of the electoral process.
The meeting comes as part of broader preparations for the second phase of the municipal elections, which were initially scheduled to take place across 63 municipalities: 41 in western Libya, 13 in the east, and 9 in the south.
However, the Commission previously announced logistical challenges in distributing voter cards in 11 municipalities, mostly located in eastern Libya, which may delay the voting process in those areas.
As of the official closure of voter card distribution centers, the total number of voter cards distributed reached 379,405, according to HNEC statistics.
Participants at the meeting stressed the need to enhance real-time coordination between election staff and security forces on polling day. The goal is to ensure the smooth conduct of the vote and to maintain strict security and order at polling stations across the country.
