On Monday, the Libyan Parliament-designated Prime Minister, Fathi Bashagha stressed the need to distance sovereign state institutions from the ongoing political conflict.
During a telephone call with the US Ambassador to Libya, Richard Norland, Bashagha confirmed the “importance of maintaining impartiality and transparency in managing oil wealth for the benefit of Libya.”
The two sides agreed that the use of violence is unacceptable, and that the resumption of oil production is in the interest of the Libyan people. “This requires clear and disciplined mechanisms for managing oil revenues, in accordance with the law and with Libyan national sovereignty,” Bashagha said.
He confirmed his support for all tracks that guarantee the holding of Presidential and Parliamentary elections. He also stressed the importance of implementing all tasks and goals of Libya’s 5+5 Joint Military Commission (JMC).
MP Zayed Hadiya and Chairman of the Monitoring Bodies Follow-up Committee, said the House will hold an emergency session to nominate new heads for sovereign state positions.
The sovereign positions that are to be named by the Parliament are the Governor of the Central Bank of Libya (CBL), the Head of the Audit Bureau, the Head of the Administrative Control Authority, and the Head of the Anti-Corruption Commission. In addition to the Chairman and members of the High National Elections Commission (HNEC), and the Head of the Supreme Court.
Hadiya explained that the Parliament has consulted with the High Council of State (HCS) regarding the matter.
He pointed out that they have referred several candidates to the HCS, but no response was received. He called for them to choose from the nominated names, and refer them to Parliament.
“The Parliament’s step comes given the rampant corruption of previous governments, the inability of the regulatory agencies to play their role, and the continuation of the state of institutional division,” the MP said.
