Libya’s Institution for Human Rights Condemns Kidnapping of Khaled Tuati

The National Institution for Human Rights in Libya (NIHRL) has expressed its strong condemnation and disapproval of the kidnapping of Khaled Tuati, the General Manager of the National General Maritime Transport Company.

The abduction and arbitrary detention of Tuati occurred on Wednesday, January 31st, following the conclusion of the company’s first board meeting of the year. Shortly after leaving the company premises to return home, accompanied by some of his associates, Tuati was assaulted by an armed group in front of his residence in the Ghot Shaal area.

The NIHRL confirmed that the armed group, operating two vehicles with civilian license plates, opened fire and subsequently disappeared with Tuati and his associates. They were taken to an unknown location without any explanation.

Approximately two hours later, the associates were released from a security site located in the Al-Fallah area near the Iron Bridge, while the kidnapping and enforced disappearance of the company’s executive director continued.

The NIHRL reported that the reasons behind the kidnapping and the identity of the perpetrators remain unknown, including Tuati’s current health status.

The institution stressed that the kidnapping constitutes a legal violation and encompasses several crimes under the penal code. This incident, occurring five months after a similar abduction of Tuati, indicates a systematic targeting of government officials.

The NIHRL highlighted the complete lack of control and resistance to criminal activities, underscoring the dire security situation in the capital, Tripoli. It holds the kidnappers fully legally responsible for Tuati’s safety and demands his immediate and unconditional release.

Furthermore, the NIHRL also holds the Ministry of Interior of the Government of National Unity (GNU) accountable for these security breaches and its failure to fulfill its duties and obligations to ensure the security, protection, and safety of citizens and residents in Libya.

The NIHRL calls upon all relevant security agencies to intensify their investigative efforts to uncover the circumstances of the kidnapping, ensure Tuati’s safe return, and bring the perpetrators to justice.
