On Saturday, the Speaker of the Libyan House of Representatives (HoR) Ageela Saleh decided to visit Geneva to urge the United Nations Support Mission to Libya (UNSMIL) to enforce Egypt’s peace initiative, dubbed the ‘Cairo Declaration’, which aims to settle the Libyan crisis.
Egyptian President Abdel Fattah El-Sisi launched the political initiative earlier this month in the hopes of paving a path toward normalcy in Libya and warned against using military tactics to resolve the crisis.
On Friday, Ageela Saleh held a meeting with Russian Foreign Minister Sergey Lavrov in Moscow to discuss the implementation of an immediate ceasefire in Libya in order to engage the parties to the conflict in a comprehensive political dialogue to address the current crisis. Lavrov explained that the Cairo Declaration and the Berlin Conference could be a starting point on which to base Libya’s political dialogue.
The Russian Foreign Minister pointed out that the Libyan crisis could not be solved by military means and announced a decision to reopen the Russian Embassy to Libya.
At this stage, the Embassy will be headed by Charge d’Affaires Jamshed Boltaev, who will temporarily be based in Tunisia. Lavrov said that Boltaev’s responsibility will be to “represent Russia across all of Libya’s territory.”
