Cheryl Urban, Canada’s Assistant Deputy Minister for Africa, hailed Libya’s ongoing municipal elections as a pivotal step in promoting democratic engagement at the local level.
During a meeting with Emad Al-Sayah, Chair of Libya’s High National Elections Commission (HNEC), Urban discussed recent developments in Libya’s electoral process, focusing on municipal elections and their challenges.
Isabelle Savard, Canada’s Ambassador to Libya, echoed this sentiment, reaffirming her country’s commitment to supporting Libya’s electoral journey. She underscored Canada’s ongoing dedication to providing technical and logistical aid to ensure the success of the elections, which aim to strengthen Libya’s stability and democratic institutions.
The HNEC has initiated the second phase of municipal elections, involving 63 councils. This phase began with candidate registration, set to run until February 8, followed by voter registration. The Commission emphasized its commitment to transparency and inclusivity in conducting the elections, which are essential to Libya’s democratic progress.
Libya’s municipal elections represent a crucial step in its broader transition toward political stability and democracy. Following years of conflict and division, local elections empower communities to have a voice in governance and serve as a foundation for future national elections.
The international community, including Canada, has been instrumental in supporting Libya’s electoral framework. Their assistance includes capacity-building initiatives and technical support, which are vital for ensuring credible and inclusive elections.
Despite these strides, Libya faces numerous challenges, including logistical hurdles, political fragmentation, and security concerns. However, the successful execution of these elections will bolster public confidence in Libya’s capacity to manage democratic processes and promote stability.
With strong international partnerships and a focus on inclusivity, Libya’s municipal elections could mark a turning point in its democratic evolution, paving the way for more robust governance and long-term peace.
