Libya’s National Security Adviser Participates in Moscow Security Forum

Libya’s National Security Adviser, Ibrahim Abu Shnaf, took part in the 13th International Meeting of High-Ranking Officials Responsible for Security Matters, held in Moscow from 27 to 29 May. The event, known as the International Security Forum, gathered senior representatives from various countries to discuss global and regional security challenges.

Abu Shnaf attended the forum following an official invitation from Russian Security Council Secretary, Sergei Shoigu. The meeting was hosted at the Russia National Centre, where participants engaged in discussions focused on counter-terrorism, regional stability, cybersecurity, and strategic cooperation.

The Libyan official’s participation reflects Libya’s efforts to expand its diplomatic and security engagements with international partners amid ongoing internal challenges. Abu Shnaf’s presence in Moscow also highlights the growing security cooperation between Libya and Russia, especially in the context of evolving geopolitical dynamics across the Mediterranean and North Africa.

The forum offered an opportunity for Libya to present its perspective on regional threats, including terrorism, cross-border smuggling, and the destabilising influence of armed groups. It also allowed Abu Shnaf to engage with his counterparts from other nations and explore potential avenues for bilateral and multilateral security cooperation.

Russia, a key international player in Libya’s ongoing political and military landscape, continues to strengthen its ties with Libyan actors through diplomatic channels and strategic partnerships. Abu Shnaf’s attendance comes at a time when Libya seeks to stabilise its institutions, enhance security capacity, and rebuild relations on the global stage.

The International Security Forum is an annual event organised by the Russian Security Council. It serves as a platform for exchanging information, building trust, and coordinating actions to tackle shared security threats. Libya’s inclusion in the forum marks a continuation of its re-engagement with global security initiatives.
