A recent visit by a European Union delegation to Libya’s Benghazi city took an unexpected turn, following a diplomatic disagreement over meeting protocols with Field Marshal Khalifa Haftar, Commander of the Libyan National Army (LNA).

According to protothema.gr, the high-level European delegation, led by EU Commissioner for Migration Magnus Brunner and including the Interior Ministers of Italy, Greece, and Malta, arrived at Benghazi International Airport after completing meetings in Tripoli. Upon arrival, they were welcomed according to diplomatic protocols and escorted to the VIP lounge.

The delegation intended to hold a private meeting with Field Marshal Haftar to discuss migration cooperation.

However, Libyan officials explained that Haftar had set a clear position: any such meeting should include the full Libyan government, ensuring a transparent and inclusive discussion. His condition aimed to honor the sovereignty and institutional representation of Libya, particularly the eastern-based government overseeing the region.

While the EU delegation expressed its preference for a one-on-one discussion strictly limited to migration issues, Libyan officials reaffirmed their position that all governmental authorities should be present for such talks, in line with Libya’s internal protocols and diplomatic practices.

As a result of differing approaches, the planned meeting did not proceed. Subsequently, the Libyan government issued an official statement clarifying its position, emphasizing the importance of mutual respect for national sovereignty and diplomatic customs. The government requested that the visiting officials conclude their visit and depart in accordance with Libya’s formal procedures.

The statement further underscored Libya’s readiness to engage with international partners in a manner that fully respects its laws and sovereignty, while remaining open to future cooperation based on mutual respect and adherence to established protocols.

Following the visit, Greek Interior Minister Thanos Plevris returned to Athens and is scheduled to brief Prime Minister Kyriakos Mitsotakis on the visit. Discussions on migration and regional cooperation are expected to continue through official diplomatic channels.

Libyan sources described the incident as a matter of procedure, noting that Libya remains open to dialogue and partnership on key issues such as migration, provided all interactions respect the nation’s regulations and governmental institutions.
