Libya to Participate in the Africa Summit in Cairo

Acting Minister of Foreign Affairs and International Cooperation in Libya’s Government of National Unity, Al-Taher Al-Baour, received an official joint invitation to participate in the second ministerial meeting of the Russia-Africa Partnership Forum, set to take place in Cairo on November 18 and 19, 2025.

The invitation was delivered during a meeting on Tuesday at the Foreign Ministry headquarters in Tripoli, where Al-Baour welcomed Russian Ambassador to Libya Aydar Aghanin and Egyptian Chargé d’Affaires Tamer Hanafi. The message was extended on behalf of Russian Foreign Minister Sergey Lavrov and Egyptian Foreign Minister Badr Abdelatty.

According to a statement from the Libyan Foreign Ministry, the forum aims to deepen cooperation between Russia and African nations in areas including economic development, infrastructure, regional security, and multilateral diplomacy. Libya’s expected participation reflects ongoing efforts to expand its role in regional and international platforms following years of conflict and political fragmentation.

The Russia-Africa Partnership Forum has become a central component of Moscow’s broader strategy to engage with African states on a range of shared interests. This second ministerial edition will follow up on earlier summits and meetings, with Cairo serving as a key diplomatic hub for this round of discussions.

The invitation comes shortly after a high-level meeting between Lavrov and Abdel Aaty on the sidelines of the 78th session of the United Nations General Assembly in New York. During their talks, the two ministers reviewed preparations for the upcoming Cairo forum and emphasized their commitment to strengthening cooperation with African partners.

Libya’s presence at the forum is expected to center on investment opportunities, reconstruction priorities, and broader political engagement with African and Eurasian actors. The event also provides an opportunity for Libyan officials to reaffirm the country’s strategic ties with both Russia and Egypt, two influential players in Libya’s recent diplomatic developments.
