Russia’s Deputy Permanent Representative to the United Nations, Dmitry A. Polyanskiy, has called for a unified and balanced international approach to Libya, warning that separate political meetings and selective engagement with certain parties only deepen division and hinder national reconciliation.

Speaking during a UN Security Council session on Libya, the Russian envoy said that genuine support for the Libyan people “can only be achieved through coordinated international efforts, not through unilateral meetings that sow discord and reinforce political fragmentation.”

He emphasized that all diplomatic initiatives should take place under the umbrella of the United Nations and in consultation with all Libyan stakeholders, warning that “exclusive political gatherings and competing mediation efforts undermine trust and complicate the path to unity.”

The Russian representative also urged the UN Support Mission in Libya (UNSMIL) to maintain a balanced and impartial approach across all regions of the country, stressing that neutrality is essential for restoring confidence in the UN-led process.

He noted that Libya’s ongoing political division continues to obstruct economic growth and stability, with direct repercussions on the broader region. “As long as parallel authorities and rival institutions exist, Libya’s recovery and development will remain stalled,” he said.

The envoy further stated that Libya’s frozen assets abroad must be used responsibly and exclusively for the benefit of the Libyan people, not as leverage for political agendas. “These funds belong to the Libyans, and their proper management is key to rebuilding the country’s economy and public services,” he added.

Concluding his remarks, the Russian representative reaffirmed Moscow’s support for Libya’s sovereignty, independence, and territorial integrity. He called on the international community to abandon divisive policies and instead work together to help Libya achieve lasting stability and prosperity through dialogue and unified international action.
