UN Pledges Support for Libya’s Oil Sector Reform

The United Nations Support Mission in Libya (UNSMIL) has reiterated its strong support for the National Oil Corporation (NOC) and ongoing efforts to strengthen transparency, accountability, and governance in Libya’s vital energy sector.

Deputy Special Representative of the UN Secretary-General for Libya, Stephanie Khoury, met with NOC Chairman Masoud Suleiman in Tripoli to discuss strategies to boost oil and gas production, improve management efficiency, and promote sustainable development in the sector.

The meeting also reviewed progress in the current licensing round for exploration and production rights, launched by the NOC in March 2025, which aims to attract new international investment and revitalize Libya’s energy industry after years of disruptions and conflict.

According to a statement released by UNSMIL, Khoury emphasized that maintaining the stability of the NOC’s leadership is essential for advancing governance reforms within the corporation and across the broader energy sector. She noted that effective leadership and consistent management practices are crucial to restoring confidence in Libya’s ability to manage its natural resources responsibly.

Khoury reaffirmed the UN’s full support for the NOC’s modernization and institutional reform efforts under Chairman Suleiman, praising the corporation’s central role in maintaining Libya’s economic stability.

She underscored that transparency and accountability must remain key pillars of the NOC’s operations to ensure that the benefits of the country’s vast energy resources reach all Libyans.
