Egypt’s “Concrete Plus” Confirms 3 New Projects in Libya

Libya has emerged as a central pillar in Concrete Plus’ regional expansion strategy, as the Egyptian construction firm prepares to launch three new projects in the country. Founder and CEO Tarek Youssef said the company targets a 30 percent increase in regional investments next year, on top of the 10 billion Egyptian pounds already pumped into development this year.

Youssef confirmed in an interview with Asharq Business that Concrete Plus views Libya as a priority destination due to the scale of reconstruction needs and the rising demand for experienced regional contractors. He noted that the firm expects to begin implementing its three Libyan projects soon, reflecting growing confidence in Libya’s construction sector despite ongoing political and financial challenges.

The company’s renewed attention to Libya comes as authorities and local businesses continue to seek foreign partners capable of supporting large-scale rebuilding efforts. Concrete Plus aims to position itself early in a market that analysts believe will witness sustained demand for infrastructure, housing and public facilities over the coming years.

Alongside its Libyan focus, the company is also expanding into Saudi Arabia, where it hopes to benefit from the kingdom’s rapid development boom. Concrete Plus has already entered the Saudi market through its partnership with Mobco to construct a 120-room hotel in Diriyah. Youssef said the firm is exploring additional opportunities to add to its Saudi portfolio.

He added that Concrete Plus is monitoring conditions in Gaza and is prepared to join reconstruction efforts. In Egypt, the company maintains a broad range of operations that include infrastructure, railway lines, residential projects and hospital developments.

Concrete Plus’ decision to prioritise Libya underscores the country’s potential to attract major regional investors. The expected launch of new projects signals renewed momentum in Libya’s rebuilding drive and highlights the strategic role that external partners could play in accelerating development.
