The head of Libya’s High National Elections Commission (HNEC), Emad Al-Sayeh, met with Canada’s ambassador to Libya, Alison Stewart, on Wednesday, 3 December 2025, to review preparations for the upcoming municipal elections. The meeting, held at the Commission’s headquarters in Tripoli and attended by HNEC board member Rabab Halab, comes as Libya moves forward with the third group of municipal council elections scheduled for 2025.
During the discussion, Al-Sayeh presented the latest updates on Libya’s electoral process, stressing the Commission’s advanced level of technical and logistical readiness. He reaffirmed that HNEC is prepared to conduct the municipal elections according to approved professional standards and within the designated timelines.
Ambassador Stewart praised the Commission’s work, highlighting what she described as high-quality organisation and professionalism throughout the ongoing electoral phases. She reiterated Canada’s continued support for Libya’s electoral path and underlined the importance of partnership with HNEC in strengthening the country’s democratic process.
The visit reflects renewed international backing for Libya’s efforts to restore stability through elections following years of political turbulence and internal conflict.
In a separate announcement, HNEC confirmed the final candidate lists for professional unions and associations. The Commission’s Elections Administration for Unions, Associations and Professional Bodies released the approved lists on Wednesday, covering a range of sectors:

The Carpentry and Glass Cutting Sub-Union (Tripoli, Benghazi, Misrata) – Final Lists
The Traditional Industries Union (Benghazi and the Southern Region, Al-Khums and Msallata) – Final Lists
The Sports Media Professionals Union (Eastern and Western Regions) – Final Lists
The General Union of Customs Brokers – Final List (Future List)
HNEC said the publication of the final lists forms part of its wider efforts to ensure transparency and to facilitate access for both candidates and voters as the electoral cycle continues.
