Libya’s Minister of Housing and Construction Abubakar Awaidat held talks with senior representatives of China State Construction Engineering Corporation (CSCEC), one of China’s largest state-owned engineering and infrastructure firms, to explore a new phase of cooperation in public construction and national housing development.
The meeting, attended by senior Libyan officials including High Committee member for Libyan-Chinese Cooperation Amin Issa al-Bakoush, Tripoli Development Authority Director Rajab al-Dali, and Projects Department Director Abdel Latif al-Khazmi, focused on reviving long-stalled infrastructure and residential projects and opening pathways for fresh investment. The Minister’s Office Director Abdel Majid al-Qatruni was also present.
Discussions centred on major urban development plans, national housing schemes, and the potential role of CSCEC as a strategic partner in implementing large-scale public works. According to the Ministry, both sides agreed that Libya’s reconstruction trajectory requires robust technical support, financing channels, and structured international partnerships capable of delivering long-term housing capacity and infrastructure resilience.
The two sides agreed to establish a joint committee mandated to operate for a two-week technical review period. The committee will produce a final report assessing previously contracted projects that have been suspended for years, their funding gaps, legal status, and feasibility of reactivation under updated construction standards. It will also evaluate CSCEC’s readiness to enter new housing and infrastructure contracts in line with Libya’s national housing programme.
Awaidat underscored that the renewed engagement with CSCEC reflects Libya’s wider reconstruction strategy prioritising housing relief, urban expansion, and essential services. The Minister noted that the government seeks reliable international partners capable of offering engineering solutions and long-term delivery commitments, particularly in urban housing and public utilities.
The Ministry confirmed that joint investment prospects, technical cooperation frameworks, and mechanisms for project execution will be outlined following the committee’s report, paving the way for potential contracts and implementation schedules.
