The National Institution for Human Rights in Libya has expressed deep concern over the continued deterioration of humanitarian, economic, and living conditions across the country, warning that the situation could undermine social stability.
In a statement, the organization said Libya is witnessing an unprecedented surge in inflation, a decline in the value of the Libyan dinar, and rising levels of poverty and unemployment. It stressed that these developments constitute a direct violation of citizens’ human dignity and their guaranteed economic and social rights.
The institution attributed the worsening crisis to ongoing political division, the absence of institutional stability, and what it described as inconsistent financial and economic policies. It also pointed to expanded government spending without the approval of a unified state budget, saying this has contributed to a sharp increase in money supply without adequate productive backing or sufficient foreign reserves.
According to the statement, meaningful reform must begin with the adoption of a unified national budget law and strict adherence to it. The group urged authorities to unify public spending under a realistic financial ceiling aligned with the capacity of the national economy in order to preserve monetary stability and reduce structural imbalances.
The organization further warned that rising poverty and unemployment — coupled with weak law enforcement and persistent corruption without serious accountability — pose a direct threat to civil peace and community security. It cautioned that failure to implement urgent and comprehensive reforms could push the country toward a phase of instability that may be difficult to contain.
In its concluding remarks, the National Institution for Human Rights in Libya called on all relevant authorities, including the Central Bank of Libya and oversight bodies, to assume their national and legal responsibilities. It urged the adoption and implementation of transparent, comprehensive policies to control public spending, strengthen oversight and accountability, and combat corruption.
The institution stressed that citizens’ dignity is not merely a slogan but the foundation of social and political legitimacy for any public policy, warning that continued inaction will leave the responsible authorities fully accountable for the resulting humanitarian, social, economic, and security consequences.
