The National Institution for Human Rights in Libya has called on judicial authorities to expedite the implementation of a general amnesty decision, citing growing public demand and humanitarian considerations across Libya.
In an official statement, the organisation said it had received a significant number of appeals and inquiries from families of detainees regarding the timeline for enforcing the decision issued by the Libya Supreme Judicial Council. The ruling concerns pardoning the remaining sentences of eligible prisoners under specific legal conditions.
The rights body stressed that modern criminal justice systems must balance deterrence with judicial compassion. It urged the Office of the Public Prosecutor and prosecutors’ offices nationwide to take immediate steps to review eligible cases and finalise lists of inmates who meet the criteria for release.
According to the statement, accelerating the process ahead of Eid could serve as a meaningful humanitarian gesture, bringing relief and hope to hundreds of Libyan families awaiting the return of their relatives. The organisation emphasised that such measures would reflect a commitment to justice while reinforcing social cohesion.
The institution also praised ongoing efforts by judicial authorities to uphold the rule of law and ensure accountability, noting the importance of maintaining transparency and fairness throughout the process.
It further highlighted that granting amnesty does not undermine justice but rather complements it, particularly when applied to individuals who have demonstrated rehabilitation and adherence to prison regulations. Reintegration into society, it added, remains a key objective of such policies.
The call comes amid broader discussions about prison reform and legal processes in Libya, where human rights groups continue to advocate for improved conditions and fair treatment within detention facilities.
