Haftar Calls for Strategic Partnership Between Libya & China

Commander-in-Chief of the Libyan National Army (LNA), Khalifa Haftar, called for building a strategic partnership between Libya and China during talks with Chinese Ambassador to Libya Ma Xulian at the General Command headquarters in Benghazi.

The meeting focused on strengthening bilateral relations and expanding cooperation across a range of economic and development sectors. Haftar praised the longstanding relationship between Libya and China, describing it as one based on mutual respect, trust, and shared interests. He stressed the importance of moving toward a broader strategic partnership capable of supporting development and serving the interests of both countries.

Discussions covered opportunities for cooperation in infrastructure, technology, renewable energy, trade, and investment. Officials also highlighted the importance of increasing collaboration between Libyan and Chinese public and private sector institutions to support economic growth and reconstruction efforts.

For his part, Ambassador Ma Xulian reaffirmed China’s interest in deepening cooperation with Libya and expanding partnerships in several strategic sectors. He pointed to Chinese expertise in technology and renewable energy as areas that could offer significant opportunities for Libya’s development.

The meeting also highlighted the launch of a new direct maritime shipping route linking Libya and China, which officials described as a major step toward boosting trade and improving logistical connectivity between the two countries.

During his visit to Benghazi, the Chinese ambassador attended the inauguration of the new shipping line operated by COSCO Shipping. The route connects the ports of Guangzhou and Benghazi with an estimated transit time of around 25 days. Chinese officials stated that the service will operate every two weeks and link Libya with major Chinese coastal cities, including Shanghai, Qingdao, and Guangzhou.

Chinese representatives also emphasized Beijing’s readiness to strengthen cooperation with Libya within the framework of the Belt and Road Initiative, aiming to expand economic opportunities and deepen bilateral relations.
