Libya’s National Development Agency is advancing an ambitious Vision 2030 strategy backed by nearly $100 billion in planned investment, aiming to accelerate infrastructure development and support long-term economic growth across the country.
Speaking to France 24 from Benghazi, Mahmoud Al-Farjani, Director General of the National Development Agency, said the organisation serves as one of the state’s main institutions responsible for development, investment and strategic planning.
Al-Farjani said the agency believes development is not merely the result of stability but one of the essential foundations for achieving it. He added that the agency is implementing projects under a clear national vision designed to help build Libya’s future.
He said Libya possesses significant natural resources and economic potential that could allow it to become a major regional player if those resources are managed efficiently and invested wisely.
According to Al-Farjani, the agency is overseeing development projects throughout eastern, western and southern Libya, stressing that no region is excluded from its plans. He added that national companies from different Libyan cities are participating in the implementation of the projects.
The agency currently manages a portfolio of more than 600 projects spanning multiple sectors, while the broader Vision 2030 programme is supported by a budget approaching $100 billion to finance major development initiatives.
Al-Farjani highlighted transport infrastructure as one of the agency’s priorities, noting that work is under way to construct and modernise several airports, including Sirte Gulf International Airport and Sebha Airport.
He said the projects are being implemented in partnership with companies from Europe, the United States, China, Türkiye and several Arab countries, reflecting Libya’s efforts to attract international expertise and investment.
The development chief said the agency is working to compensate for years of stalled investment by accelerating project delivery across key sectors.
He added that the objective is to modernise infrastructure, stimulate economic development and improve public services while supporting Libya’s long-term recovery and sustainable development goals under the Vision 2030 strategy.
