Libyan Government Establishes National Authority for Autism Treatment

In a significant step towards enhancing care and support for children with autism in Libya, the Libyan government has announced the establishment of the National Authority for the Treatment and Rehabilitation of Children with Autism.

This authority will operate as an independent legal entity with financial autonomy, directly reporting to the Council of Ministers. Its mission is to implement state policies focused on the care, treatment, and rehabilitation of children with autism, ensuring their effective integration into society.

– Comprehensive Health and Psychological Support: The authority will cater to Libyan children with autism and children of Libyan mothers, providing necessary health care and psychological rehabilitation. This includes receiving and housing children with autism to prepare them for societal integration.

– Monthly Financial Grant: A monthly financial grant will be provided to children with autism during their stay, helping to cover care and rehabilitation costs and easing the financial burden on families.

– Educational and Medical Expenses: The authority will cover all educational expenses for children with autism, whether within Libya or for top performers abroad. It will also cover all medical expenses abroad if required.

The authority plans to collaborate with experienced doctors and specialists from abroad and provide advanced psychological treatment equipment to ensure the best possible care. Additionally, it will organize intensive training courses domestically and internationally to enhance children’s recovery and societal integration.

The main headquarters of the National Authority for Autism Treatment and Rehabilitation will be in Benghazi, with the possibility of opening branches and offices in other cities as needed, based on decisions by the Board of Directors. The Board consists of a chairman and four members appointed by the Council of Ministers. It will be responsible for developing the authority’s plans and programs, approving the organizational structure, administrative and financial regulations, and the annual budget.

The authority can invest its funds according to its plans and programs, including establishing joint-stock companies and investment projects in which children with autism can have specific shares. These investments aim to develop and increase the authority’s revenues, ensuring sustainable funding and continuous support for children with autism.

The daily operations of the authority will be supervised by a general manager appointed by the Prime Minister upon the recommendation of the Board of Directors. The general manager’s duties include implementing Board instructions, managing financial and human resources, contracting experts and consultants to provide advanced services for children with autism, and forming necessary technical, financial, and legal committees.

The authority will be funded through allocations from the state budget, in addition to unconditional donations and assistance. It can also generate additional revenue through investments in various companies and projects.

This decision underscores efforts to support children with autism in Libya, providing a conducive environment for their growth and development. By establishing this national authority, the Libyan state demonstrates its deep commitment to caring for this important segment of society and ensuring their successful societal integration, contributing to building a better and more inclusive future.
