The Libyan Parliament-designate government, headed by Osama Hammad, has announced the establishment of the “Abu Surra University of Medical Sciences” in the municipality of Abu Surra, west of Tripoli.
The first article of Prime Minister Osama Hammad’s Resolution No. 240 of 2024 states that the new educational institution will have its own financial and legal independence and will be affiliated with the Ministry of Higher Education and Scientific Research of the government assigned by the House of Representatives.
According to the second article of the resolution, the Ministry of Higher Education and Scientific Research is tasked with taking all necessary steps to approve the university’s internal regulations and to approve the necessary academic departments for all semesters. The third article emphasizes that the decision will be effective from the date of issuance and nullifies any contrary provisions. It also calls on relevant authorities to implement the decision and publish it in the official gazette.
It’s noteworthy that the western region of Libya is currently under the control of the rival government led by Prime Minister Abdel-Hamid Dbaiba.
The announcement follows the House of Representatives’ approval of the largest budget in Libya’s history, amounting to 179 billion dinars. This decision has sparked controversy among key political institutions in both Tripoli and Benghazi over its specifics and the entity responsible for its implementation.
Earlier, Hammad’s government said that the approval of a unified national budget by the parliament will positively impact all aspects of Libya’s economic, political, and social life.
In a statement released on Wednesday, the government said that the approval of the unified budget will enhance transparency in public spending in accordance with the state’s financial laws.
The general budget for 2024 was presented to the House of Representatives and discussed extensively in previous sessions. All necessary comments from various parties were taken into account, and the budget was finally approved and issued as a unified budget law for the entire Libyan territory.
The government appreciated the efforts of the Speaker and members of the House of Representatives, the Committee for Restructuring and Arranging the General Budget, and the Finance Committee of the House. It also acknowledged the role of the Governor of the Central Bank of Libya, his deputy, and all administrations for their cooperation and understanding in achieving this important milestone.
The government expressed its hope that this step would be the first towards unifying all state institutions, following the example of financial institutions, the Central Bank of Libya, and all other state entities.
