The High National Elections Commission (HNEC) of Libya announced on Tuesday that the total number of registered voters for the second phase of municipal elections has reached 190,203.
According to HNEC’s latest statistics, released on its official Facebook page, this figure represents the total number of registered voters across 62 targeted municipal councils as of March 4. The breakdown shows 142,642 male voters and 47,561 female voters.
Voter registration is conducted via SMS, where eligible citizens send their national ID number and electoral centre code to 17017.
The second phase of voter registration began on February 22 and is set to continue until March 14, as per the commission’s earlier announcement.
In an official statement, HNEC urged all government institutions, political and social elites, media outlets, and civil society organisations to support the voter registration process by raising public awareness about its importance. The commission stressed that participation in this stage is essential for eligibility in later phases of the electoral process, particularly the voting stage.
Additionally, the commission confirmed that 4,961 candidates have registered to compete for seats across 62 municipal councils. These candidates are running under both the individual and list-based systems, in accordance with Decision No. 2 of 2025 issued by the commission.
The municipal elections are a crucial step in Libya’s democratic transition, aiming to strengthen local governance and enhance citizen participation in decision-making. However, political and security challenges remain key concerns that could impact the electoral process and voter turnout.
