On Thursday, the United Kingdom’s Ambassador to the United Nations, Barbara Woodward, warned that Libya’s continued political and economic fragmentation is placing unsustainable pressure on its institutions and deepening the risk of renewed conflict.
Speaking during a UN Security Council session on Libya, Woodward stressed the urgent need for Libyan authorities to adopt a unified economic strategy and prioritize national interests over competition for resources.
She noted that the ongoing struggle over control of state revenues is not only destabilizing but also weakening the effectiveness of Libya’s institutions. The lack of a unified national budget and absence of financial oversight, she added, are particularly alarming and could quickly drain the country’s wealth if current levels of public spending continue unchecked.
Woodward emphasized that Libya has the natural and institutional potential to build a prosperous future, but realizing that potential requires a clear commitment to economic reform, institutional unification, and responsible leadership.
She welcomed the return of the World Bank to Tripoli as a promising step in the right direction, expressing hope that its presence would support the development of a coordinated reform agenda.
In addition to economic challenges, the UK envoy voiced serious concerns over the worsening security situation. She highlighted reports of arbitrary detentions, kidnappings, and politically motivated killings, stressing that such violations must be addressed through accountability and the enforcement of the rule of law. Failure to do so, she warned, would continue to erode public trust and block progress toward long-term stability.
Woodward also criticized the increasing restrictions imposed on humanitarian organizations operating in Libya, arguing that these entities are essential partners in delivering international assistance. She urged Libyan authorities to engage with these organizations constructively rather than limiting their access and operations.
In conclusion, the ambassador reiterated that the only path forward lies through progress on the political track. She called on all Libyan stakeholders to actively support the efforts of the United Nations and the work of the advisory committee, describing it as a genuine opportunity to secure the peace and prosperity the Libyan people have long been denied.
