The Delegation of the European Union and the diplomatic missions of EU Member States to Libya have expressed deep concern and outrage over recently circulated footage on social media that appears to show the inhumane detention of Ibrahim Al Darsi, a member of Libya’s House of Representatives who has been missing for nearly a year.
While the authenticity of the video remains under technical review, the EU is calling for an urgent, independent investigation to verify Al Darsi’s condition and whereabouts, ensure his immediate and safe return to his family, and identify and prosecute those responsible for his disappearance and alleged mistreatment.
The EU underscored that enforced disappearances and arbitrary detentions represent grave violations of international human rights law as well as Libya’s own legal and constitutional commitments. Such practices not only inflict deep suffering on victims and their families but also undermine the rule of law, institutional legitimacy, and long-term peace in Libya.
The European Union has reiterated its long-standing demand for the release of all individuals held without due legal process in Libya.
It also called on all relevant Libyan authorities to conduct thorough, credible, and transparent investigations into all unresolved cases of enforced disappearance, including the case of House of Representatives member Seham Sergewa, who has been missing since 2019.
The EU emphasized that justice must prevail for all victims of such abuses. Accountability is not optional; it is a legal and moral imperative. Those responsible for serious human rights violations must be held accountable under national and international law.
The EU further reaffirmed its unwavering support for the rights of all Libyans and called on authorities across the country to ensure that due process, transparency, and human dignity are respected and upheld without exception.
