The United Nations High Commissioner for Refugees (UNHCR) has provided critical humanitarian assistance to more than 52,000 individuals in Libya during the first half of 2025. The relief efforts focused on refugees, asylum seekers, and vulnerable Libyan families affected by ongoing economic and security challenges.
According to a UNHCR report, over 46,800 refugees and asylum seekers received core relief items such as blankets, hygiene kits, mattresses, and cooking supplies. The aid distribution targeted communities in Tripoli, Benghazi, Misrata, and other regions where displaced populations continue to face harsh living conditions.
In addition, UNHCR reached 4,500 Libyan citizens in need of urgent support due to conflict-related displacement, infrastructure collapse, and rising costs of essential goods. The agency emphasised that its operations in Libya remain vital for addressing the humanitarian consequences of instability and limited access to public services.
“UNHCR’s humanitarian response in Libya is designed to provide immediate relief while also supporting longer-term resilience,” the agency stated. It highlighted the importance of partnerships with local NGOs, international organisations, and Libyan authorities to ensure effective aid delivery.
The organisation has also stepped up efforts to provide protection services, including legal assistance, psychosocial support, and emergency cash programmes for those at risk. UNHCR reiterated its commitment to maintaining a rapid response capacity, particularly in areas prone to sudden displacement or violence.
Libya continues to serve as both a host and a transit country for refugees and migrants, many of whom face dire conditions. UNHCR called for increased international support to sustain humanitarian operations in the country and to ensure that vulnerable groups are not left behind.
