Libya’s Belgassem Haftar Holds Talks with Russia’s Lavrov in Moscow

Libya’s Belgassem Haftar, Director-General of the Reconstruction and Development Fund, met Russian Foreign Minister Sergey Lavrov at the Ministry of Foreign Affairs in Moscow to discuss expanded cooperation in reconstruction and development.

The meeting underscored Libya’s desire to strengthen technical and strategic partnerships with Russia, particularly in projects linked to rebuilding infrastructure and supporting national stability.

Last month, Lavrov reaffirmed Russia’s long-standing interest in deepening collaboration with Libya, while acknowledging the challenges posed by the country’s political landscape. He noted that the prolonged instability in Libya has hindered the full resumption of joint projects. However, he emphasised that communication between Moscow and Tripoli remains active and constructive.

He stated that Russian companies are prepared to fulfil existing agreements with Libyan partners once the situation allows for safe and stable implementation. He pointed out that although the ceasefire continues, the absence of complete political stability still limits the progress of large-scale cooperative ventures.

Lavrov also referred to the seven decades of diplomatic relations between the two countries, describing them as “friendly” and historically significant. He recalled key documents signed between Moscow and Tripoli, including the Declaration on Strengthening Friendship and Developing Cooperation, as well as statements outlining intentions for broader multi-sectoral collaboration.
