Germany has raised the maritime security alert level for all German-flagged vessels operating near Libya, citing ongoing threats to civilian shipping and continued instability across Libyan coastal waters.
The decision places German ships under Security Level 2 of the international SOLAS maritime security framework, which indicates a heightened security risk requiring additional protective measures. The alert applies to Libya’s territorial waters, ports, Exclusive Economic Zone, and Search and Rescue zone until further notice.
German authorities described the maritime environment off Libya’s coast as highly unstable, warning that large areas remain outside effective state control. Officials pointed to persistent security threats affecting commercial and civilian navigation, particularly in areas linked to migration routes and maritime operations.
The move has triggered criticism from humanitarian organizations operating rescue missions in the Central Mediterranean. Groups including Sea-Watch and SOS Humanity argued that the warning reflects risks they have highlighted for years.
Aid organizations accused European governments of maintaining contradictory policies by recognizing security dangers in Libyan waters while continuing cooperation with Libyan maritime authorities. Critics questioned ongoing European support for Libyan coast guard operations, including training and financial assistance.
Humanitarian groups also renewed criticism of European migration policies linked to Libya, arguing that maritime interception operations have exposed migrants and rescue crews to serious dangers. They called on Germany and the European Union to suspend support for Libyan maritime units and strengthen protections for humanitarian rescue missions.
The European Union has supported maritime cooperation initiatives with Libya since 2017, including programs aimed at improving border control and interception capabilities in the Mediterranean. NGOs, however, argue that these policies have failed to address broader humanitarian and security concerns.
