Recent foreign visits by Deputy Commander-in-Chief of the Armed Forces, Lieutenant General Saddam Haftar highlight Libya’s growing military and diplomatic engagement with regional and international powers, as eastern-based military leadership expands cooperation with countries including Russia, Turkey, and Pakistan.

The visits reflect increasing efforts to strengthen military capabilities, develop defense partnerships, and broaden Libya’s international security ties.

Over recent months, Saddam Haftar has conducted several official visits focused on military coordination, security cooperation, technical support, and the exchange of expertise. The expanding international contacts underline growing foreign interest in Libya’s military institutions and their role in the country’s broader security and political landscape.

The latest visit to Moscow came following an official invitation to hold talks with officials from the Russian Ministry of Defense. Discussions focused on military training, operational readiness, defense technologies, and technical cooperation aimed at improving the capabilities of the Libyan armed forces. The meetings also addressed mechanisms for expanding military coordination in response to regional security developments.

At the same time, military communication between Libya and Turkey has continued to intensify. Recent engagements included meetings with senior Turkish officials, including the foreign minister, defense minister, and chief of staff. Talks centered on security developments in Libya, defense cooperation, and broader regional stability issues.

Observers say the parallel engagements with both Moscow and Ankara reflect a broader Libyan strategy aimed at diversifying military partnerships instead of relying on a single international ally. Analysts believe this approach could create wider opportunities for training, logistical support, technical assistance, and institutional development within Libya’s military structure.

The growing international activity comes amid continued global attention on Libya’s political and security situation, with foreign powers remaining actively involved in efforts related to stability, military restructuring, and institutional coordination.
