NOC Chairman Investigated by Audit Bureau

A report by Libya’s Audit Bureau shows that the Chairman of the National Oil Corporation (NOC), Mustafa Sanalla, has been accused of irregularities.

The 2018 report of the Audit Bureau reveals a summons against Sanalla but the chairman refused to submit to the investigation. The report pointed out that the NOC did not abide by the law, according to Article 23 of the Financial System Law. The annual report showed a decrease in gas field production, as well as an inability to commit to exporting the quantities of gas specified in the export agreement.

The report indicated that there is a deficiency in the performance of the NOC’s auditing department, as its work has been limited to transaction documentary reviews.

The Audit Bureau investigated the opening of a Houston branch for the NOC, in violation of the law. “When the Audit Bureau requested reports regarding the opening of a branch in Houston, Sanalla refused to cooperate. They ignored their requests, and demands. He hasn’t provided the bureau with any documents to this day,” the report said.

Former Oil Minister Omar Al-Shikmak, resigned from Abdullah Al-Thinni’s administration. He was replaced by Sanalla, who assumed the position of Acting Libyan Oil Minister, on 20 August, 2014.
