On Wednesday, the head of the Audit Bureau, Khaled Shakshak, held a meeting with the Chairman of the High National Elections Commission (HNEC), Emad Al-Sayeh, to address financial procedures and transparency within the Commission’s operations.
The meeting focused on observations made by the Audit Bureau regarding financial practices within HNEC.
The discussion centered on improving financial discipline, strengthening compliance with legal standards, and ensuring transparent reporting and management of electoral funds.
According to an official statement from the Audit Bureau, the meeting aimed to enhance cooperation between oversight and electoral institutions, especially in light of Libya’s ongoing preparations for future elections.
This engagement follows the Audit Bureau’s 2024 Annual Report, which outlined several points of concern related to HNEC’s financial performance and internal controls. In response, Al-Sayeh had convened a meeting of HNEC’s Board of Directors on March 19 to specifically review those observations and determine the measures being taken to address them.
During that session, HNEC departments presented their responses to the findings and detailed the corrective steps already underway. Al-Sayeh emphasized that the recommendations outlined by the Audit Bureau offer an opportunity to improve institutional integrity and should be viewed as part of a broader commitment to public accountability.
He further highlighted the importance of internal audit mechanisms in maintaining financial discipline and ensuring that the Commission’s operational and logistical plans are executed with full transparency.
Both officials agreed that a robust system of financial governance is essential for safeguarding public trust in the electoral process. They stressed the need for continued communication and coordination to uphold the highest standards of legality and fiscal responsibility, particularly in the use of public resources.
