Libya & UN Finalise Preparations for 2nd Round of Local Elections

On Tuesday, Chairman of the High National Elections Commission (HNEC), Emad Al-Sayeh, held talks with UN Special Representative to Libya, Hanna Tetteh, to discuss preparations for the second phase of Libya’s municipal elections.

According to a statement issued by the United Nations Support Mission in Libya (UNSMIL) on Tuesday, the discussions focused on the logistical and technical groundwork being laid for the next round of municipal voting. This follows the recent completion of the first phase of elections in several municipalities across the country.

Tetteh stressed the significance of these local elections as a crucial step toward strengthening democratic governance and institutional legitimacy in Libya.

She noted that empowering locally elected bodies is essential for restoring public trust, improving local services, and laying the foundation for broader national political stability.

While Libya continues to face institutional fragmentation and political deadlock at the national level, both the UN and HNEC have emphasized the importance of continuing the decentralization process through free, fair, and inclusive municipal elections.

The meeting between Tetteh and Al-Sayeh comes at a time when public focus is shifting increasingly toward governance at the local level. Citizens in many municipalities are looking to elected councils to address urgent service needs and provide more accountable, community-driven leadership.

UNSMIL reiterated its commitment to supporting Libya’s electoral institutions and ensuring that the second phase of municipal elections is implemented with transparency, security, and full respect for democratic principles.
