Libya has actively participated in key African Union parliamentary discussions on human rights, reinforcing its engagement in continental justice and governance matters. Two members of the Libyan House of Representatives, Saleh Qalmah and Salem Qenan, represented the country in the joint session of the AU Parliament’s Committee on Justice & Human Rights and the Committee on Cooperation, International Relations & Conflict Resolution.
The meeting, centred on the African Union theme for 2025, “Justice for Africans & People of African Descent Through Reparations,” highlighted the importance of addressing historical injustices while promoting equality and accountability across member states. Libyan representatives contributed to discussions on the model law project for implementing human rights decisions, reflecting the country’s interest in strengthening legal frameworks and protections for citizens.
A significant portion of the session was dedicated to reviewing the current state of human rights across Africa, where Libya’s delegation exchanged insights with counterparts on improving compliance and monitoring mechanisms. The discussions also explored the African Union’s potential engagement with the G20, emphasising the role of the AU Parliament in shaping international policy and advancing Africa’s human rights agenda.
Libya’s involvement underscores its commitment to multilateral cooperation and human rights advocacy within regional institutions. The participation of Saleh Qalmah and Salem Qenan signals Tripoli’s ongoing efforts to integrate into wider continental dialogues, particularly in areas addressing justice, reparations, and institutional reform.
Observers noted that the meeting strengthened coordination among AU member parliaments and encouraged collaborative approaches to enforcing human rights decisions. Libya’s input was described as constructive in shaping both policy recommendations and legislative frameworks that could guide member states in implementing justice initiatives effectively.
The Libyan House of Representatives’ active role reflects its dedication to promoting human rights, legal reforms, and regional cooperation, marking a step forward in Libya’s international engagement with African governance and justice mechanisms.
