The High National Elections Commission (HNEC) has announced the resumption of the municipal council elections process for the third group of 2025, covering several major cities where voting was previously suspended.
The affected municipalities include Tobruk, Qasr Al-Jadi, Benghazi, Tokra, Qaminis, Al-Abyar, Suluq, Sabha, and Sirte. The elections in these areas had paused during the “Voter Card Distribution” phase under the second group of 2025. HNEC confirmed that this stage now resumes as a continuation of the previous process, maintaining all established legal standings, including voter registries, candidate lists, withdrawals, and amendments issued by prior Commission decisions.
Due to the lengthy suspension period, many new voters have become eligible to participate in accordance with Article 10 of Executive Regulation No. 43 (2023). Therefore, HNEC reopened voter registration in these municipalities, concluding the process on 2 November 2025 with a preliminary total of 150,000 registered voters. Registration in Tajoura and Al-Jadida municipalities will continue until 8 November.
The Commission stated that the “Voter Card Distribution” phase in the resumed municipalities will begin on Monday, 3 November 2025. Electoral centres will open their doors for eligible voters to collect their cards, which are necessary for participation on election day. Voters must bring valid identification to receive their cards and secure their right to vote for their preferred municipal representatives.
HNEC urged all eligible voters to collect their cards promptly, given the limited timeframe of this phase. It also called on media partners to intensify awareness campaigns that encourage participation and provide clear, verified information to ensure citizens’ readiness for the final stages of the electoral process.
