The Libyan eastern Government has issued a new decision prohibiting the entry of nationals from Sudan, Eritrea, Ethiopia, and Somalia through all land, sea, and air border crossings, as part of measures aimed at regulating migration and strengthening border controls.

According to Decision No. 113 of 2026, issued by Prime Minister Osama Hammad, citizens of the four countries will no longer be permitted to enter Libyan territory through any official entry point. The decision was issued within the framework of existing legislation governing the entry, residence, and employment of foreign nationals in Libya.

The measure includes many exceptions. Diplomatic and consular personnel accredited in Libya, as well as their registered family members, will be exempt from the ban. The decision also allows entry for individuals working in education, healthcare, and medical professions, provided they obtain the necessary approvals, work permits, and documentation from the relevant Libyan authorities in accordance with applicable laws and regulations.

The government directed the Ministry of Interior to begin immediate implementation of the decision in coordination with all relevant agencies. Authorities have been instructed to enforce the new measures at border crossings and to take the necessary legal steps regarding individuals covered by the decision who are currently residing in Libya without a valid legal status.

The decision also calls for the deportation of nationals of the four countries who are found to be residing illegally in Libya, with implementation to be carried out in accordance with applicable procedures and regulations.

Officials said the move forms part of broader efforts to address migration challenges, strengthen border management, and regulate the presence of foreign nationals in the country. Libya has faced increasing pressure in recent years due to its position as a major transit route for migrants seeking to reach Europe through the Mediterranean.
