The National Institution for Human Rights in Libya (NIHRL) has strongly condemned the briefing delivered by the Government of National Unity (GNU) before the United Nations Human Rights Council, describing it as “filled with lies, fabrications, and false claims of achievements.”
In a statement, the institution said the GNU, led by Prime Minister Abdel-Hamid Dbaiba, falsely claimed that the rights of Libyan citizens were protected and guaranteed, while painting an untrue picture of its alleged efforts to uphold human rights across the country.
According to the institution, the reality for Libyans under the Dbaiba administration tells a different story — one marked by the collapse of basic services, the deterioration of the healthcare system, and the absence of social and economic protection for vulnerable and marginalized groups.
The organization further highlighted the decline in the education sector and infrastructure, as well as widespread violations of the rights of children, people with disabilities, and detainees. It also cited ongoing abuses against freedom of expression, journalism, and the media, alongside serious human rights violations allegedly committed by security and military forces affiliated with the government.
The statement added that the government’s representative “ignored the terror inflicted on civilians and the crimes that could amount to war crimes and crimes against humanity,” referring to the violent clashes that erupted in Tripoli last May, which turned the capital “into a military barracks.”
The institution called on the international community and the UN Human Rights Council to verify the claims made by the Dbaiba government and to hold accountable those responsible for rights violations in Libya.
